Updating to Window 10 from Windows Ultimate fails error code 80246007

I am running Windows 7 ultimate SP1 with all updates. When attempting to update to Windows 10 it has failed 4 times.

I ran Microsoft fixit. Have run all clean up utilities and all malware/virus scanners. Windows 10 still fails.

I have updated 2 laptops and 1 desktop with no issues.

I turned off BITS, restarted, turned BITS back on (Automatic delayed start) and system will still not update.

On the shut down menu sometimes I see the update icon and shutdown and restart still the update fails.

Why is this update failing on this system??

You are entitled to direct support from Microsoft. Go to

https://support.microsoft.com/en-us/contactus#

and click on the Services and Apps picture. That will open a log in window.
