Set up Windows 11 without internet - oobe\bypassnro

If you do not have an Internet connection the only way for your computer to be up to date is to have a disc that has been updated to the latest system and you have installed from that disc. Also it will only stay with what is on the disc.

Also you can not get any online updates beyond what you have on the disc if you do not have access to the Internet.

There is also the possibility of connecting to a system server that has the Internet connection.

Then you can reactivate the Internet connection and add a password to the account, as well as make all other settings.

Alternative Workaround that should remain feasible, more trouble than the simple above command:

If the Internet is disabled, you start the reinstallation of Windows 11. You get to the window: "Unfortunately you have lost the Internet connection". From here it starts. Replace "User Name" with whatever you wish to use for the account:

Press Shift + F10. The command prompt opens

net.exe user "User Name" /add

net.exe localgroup "Administrators" "User Name" /add

cd OOBE

msoobe.exe && shutdown.exe -r

Windows will now restart and start with the other settings until Windows 11 is installed correctly with a local account.

When logging in, "The user name or password is incorrect" now appears.

Simply press OK and select the right account at the bottom left of screen. You should have one for Administrator and one for whatever name you used as "User Name" above.

Lets hope the simple oobe\bypassnro stays, as I have used both methods, and the first is by far the easiest.

It worked for me on 25120.1000 using Official ISO, I could not make an ISO for 25120.1010 any way I tried from dump and wimlib. Always came out 25120.1000 even with v80.

I tried a download again an hour ago for 25120.1010 but keeps getting errors on download.

While I downloaded 25120.1000 yesterday and built the ISO without any issues.

Finally, after several retries the download for 25120.1010 completed, it is now building the ISO.

We'll see how this goes today. 😎
