I had two problems installing W10 on a non-primary Dell PC (older):
1. A 3rd party usb card would not allow Power On Self Test (POST) to complete. It would hang the PC and not finish POST. This card had worked fine with Windows 7.
Remedy: I removed the 3rd party USB card and the W10 installation completed.
2. On booting the PC would light up the floppy drive and just sit there forever.
Remedy: I unplugged both the power and data connectors on the floppy and booted without issue.
Conclusion: Floppy drives like parallel ports are not part of the modern PC technology base configuration and have been dropped. If you need either when buying new you must request as add-ons.
Presumably one could buy a floppy with its own driver and install as new hardware. Better yet, get a USB attached external floppy drive and use it that way IF you still need a floppy drive. Otherwise, remove power and data connector leaving drive in case
to fill the hole.
