When I try to download a file, nothing happens

When I try to download a file, nothing happens. I don't get the yellow security bar, and the download never starts. I've tried everything the Microsoft support site suggest (log on as asmin, delete temporary files, start with no add-ons, etc.) but nothing works! What's going on???

We tried everything, and in a fit of frustration, uninstalled IE9 and reinstalled it. That fixed the problem!
