Answer
Hi,

Are you using Intenet Explorer to connect to ATTRS?

Follow these methods.

Method 1: Try adding the website to the security zone and check if it helps.

http://windows.microsoft.com/en-US/windows7/Security-zones-adding-or-removing-websites

Method 2: Refer the article to enable compatibility view in internet explorer.

Cannot access some websites in Internet Explorer

http://support.microsoft.com/kb/967897

Note: The Reset Internet Explorer Settings feature might reset security settings or privacy settings that you added to the list of Trusted Sites. The Reset Internet Explorer Settings feature might also reset parental control settings. We recommend that you note these sites before you use the Reset Internet Explorer Settings feature.

Refer: Army Portals use a certificate to identify itself to its users and to enable secure connections. If you are receiving a warning that this site is un-trusted / insecure, you will need to install the "DoD Certificate."

To download the DoD Certificates,

Go to http://dodpki.c3pki.chamb.disa.mil/rootca.html and follow the steps.
