PDF links not working in Internet Explorer : Diagnose Internet Connection Problems

when clicking a link to a pdf file in internet explorer, a new window pops up with the "diagnose internet connection problems" button.  There is no internet issue, I just can't open any pdf links with IE.  If I use foxfire, everything works fine.  I checked addons to see if adobe products were enabled. All are.  I am at a loss to figure out how to get my links to work

1.Have you made any changes on the computer prior to the issue?
2. Which version of Adobe is installed on your computer?
3. Is the issue confined only with pdf file?
4.
What happens when you try to copy and paste the link in the URL(Uniform Resource Locator)  bar?

Method 1:
You may check if the Adobe Reader settings are set to display in browser. Follow these steps:
a. Close all Internet Explorer windows
b. Click Start
c. Click All Programs
d. Click Adobe Reader
e. Click Edit
f. Click Preferences
g. Click Internet
h. Under Web Browser Options, check the Display PDF in browser box
i. Click OK
j. Close Adobe Reader

Method 2:

You may also download and install the latest version of adobe reader and check.
