1. Add your banks web address to the Compatibility List. Tools>Compatibility View Settings
2. Tools>Internet Options, Security tab, click "Reset all zones to default"... on the Trusted zones tab, Sites Button, you usually have your Banking and Web sites in your list of Trusted Sites.
3. Contact your Banks Help Desk.... usually they will know what the web browser requirements are for accessing their web site... perhaps they are not yet ready for IE9.
