can't open a new window

I have a problem when I am online on windows 7.  When I am on a website and click a link that requires a new window to be opened nothing happens.  No new window..nothing.  This is a problem when I am doing my online banking because I can't open the page to view bill pay or my credit card info.  This happens on any link that requires a new window to be opened.  Pop-up blockers are off and I've tried right clicking and selecting "open in new tab".  PLEASE HELP!

What anti-virus application or security suite is installed and is your subscription current?  What anti-spyware applications (other than Defender)?  What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the computer (e.g., a free-trial version that came preinstalled when you bought it)?

1. Download/run the appropriate, newly-updated script(s) by IE MVP Kai Schätzl: http://iefaq.info/index.php?action=artikel&cat=42&id=133&artlang=en

Tip: The file named ie8-rereg.all.zip contains all three (3) scripts below.

   • Is my PC running the 32-bit or 64-bit version of Windows?

If you have a Win7 32-bit computer:

   • Close all open applications (i.e., anything with an icon on the taskbar) then Run the script named ie8-rereg.cmd & reboot.

If you have a Win7 64-bit computer:

   • Close all open applications (i.e., anything with an icon on the taskbar) then Run the script named ie8-rereg.32on64.cmd to correct the problem in IE8 32-bit & reboot.

   • Close all open applications (i.e., anything with an icon on the taskbar) then Run the script named ie8-rereg.64on64.cmd to correct the problem in IE8 64-bit & reboot.

2. IMPORTANT! => Now reset IE Advanced settings per http://windows.microsoft.com/en-US/windows7/Reset-Internet-Explorer-settings & reboot one more time.

1. Since when are you facing this issue?
2. Do you remember making any changes on your computer?

Try the below troubleshooting methods:

Method 1:

Run Internet Explorer in "No Add-Ons" mode and check if you come across the issue.

Follow the steps mentioned below.

Step1:

Run Internet Explorer in "No Add-Ons" mode

a.    Click Start, and then type Internet Explorer in the Start Search box.

b.     Click Internet Explorer (No Add-Ons). Internet Explorer opens without add-ons, toolbars, or plug-ins.

c.     Test Internet Explorer to verify that it works correctly. If it works then you can disable add-ons (follow step 2).

Step 2:

Use the Manage Add-ons tool to determine which add-on is causing the issue

a.     Open Internet Explorer 8.

b.     Click Tools, and then click Manage Add-ons.

c.     On the Show drop-down menu, select All add-ons to display all add-ons that are installed on the computer.

d.     For each item in this list, select the add-on, and then click Disable in the Information window.

e.     When you have disabled all the items in this list, click OK.

f.     Exit and then restart Internet Explorer.

g.     If issues do not reoccur, repeat steps 1 through 3.

h.     Click Enable for a single add-on.

i.     Repeat steps 6 through 8 until you determine which add-on causes errors to occur.

Method 2:

a. Open Internet Explorer.

b. Go to Internet Options.

c. Security Tab.

d. Select Internet - click on the "Custom" button then scroll down to the Miscellaneous section.

There are several entries that control the JavaScript engine in IE8. One of them is named "Allow script-initiated windows without size or position constraints".

This item is disabled in all zones in IE8. That means that any link that calls a JavaScript function that opens a new window will not work if the size or location of the new window is not specified in the link.

e. Change this item to "Enable" and those links will work again.

You must do this for all zones.

Method 3:

a. I would recommend you to run online Virus Scan to remove any infections, if present.
