Answer

[Windows Mail isn't available in Win7 but Windows LIVE Mail can be installed.]

You will have to configure MS Outlook as your default for Mail in the CUSTOM (<=important!) section of Set Program Access and Computer Defaults and then restart your computer before any Send To orMailTo functions will become available & before the Mail button in IE8 Command bar functions properly.

cf. http://www.winhelponline.com/blog/read-mail-button-does-not-work-in-internet-explorer/ (Vista-specific section)

cf. The "E-mail" command is missing or is unavailable in Excel 2007, in PowerPoint 2007, or in Word 2007
