'Do You Want To Allow This Webpage To Access Your Clipboard'

I am using Windows XP Prof SP3 and IE 8.

When I copy a message, click 'Reply,' and 'paste it' into a new message, a pop-up with a yellow lock, grey key, and question mark states 'Do You Want This Webpage To Access Your Clipboard? If you allow this, the webpage can access the clipboard and read info that you have cut or copied' and the options are 'Allow Access' and 'Don't Allow.'

How do I remove that pop-up each time the copy and paste option is used or is this pop-up a convenience tool?
