Getting error "The Target of this Internet Shortcut is not valid. Go to the internet shortcut property sheet and make sure the target is correct."

I have seen this problem has been raised before but I have not seen a definite solution.  I note that a fix is available for Internet Explorer 7, but I am using Explorer 8.  Will the fix for 7 work with 8?  If not, can someone suggest a solution to this problem?  It does not happen to all websites I add to my Favourites, but I find it is occuring more and more often recently which is very annoying.

 I am using the Vista operating system with Service Pac 2 installed.  Any help would be much appreciated.

If there is no solution, I might consider upgrading to Internet Explorer 9.  Are there any problems using that  with Vista or has it been designed to be used with Windows 7?  Would I need to uninstall version 8, before installing version 9.

 I have no idea what Hotfixes are, but is the guy in the forum correct when he says that there are no hotfix uninstallers in Vista or Windows 7?  That might explain why I can't find them in CCleaner.
