My experiences and readings (=experiences of others in this forum and orthers) with Norton are very, very bad. My personal advise would be to remove Norton and never look at it again.
But you could start by disabling Norton and see what happens.

You can enable cookies in Internet Explorer by going to Tools, Internet Options, go to the Privacy tab and simply click the Default button to return to the
default setting, or adjust the slider as desired. By default it is set to Medium.
