Internet Explorer Cannot Display the Webpage in XP-PRO ERROR CODE 0x2afc,Error 12007!

To Whom it may concern;

I have an AVERATEC 2200 series Laptop using a Ralink 802.11g Mini-Card Network Wireless Adapter, the driver is dated 1/15/2008 version 1.3.0.0 which IS connecting to a Verizon MiFi4620LE Jetpack, but when I open the Internet Explorer 7 Browser all that I get is "Internet Explorer Cannot display the webpage. My Operating system is XP-PRO SP3 ver 2002. 

 

I ran the Diagnose Connection Problems; see log below;

I've already reset the Internet Explorer 7 several times with NO SUCCESS! Actually, first I  I rolled it back from Internet Explorer 8 to Internet Explorer 7 & then reset it several times using the reset option in Internet Tools, Advanced. I also went to Microsoft Fix-It, ran all of the the Tools related to Internet Connection issues,with NO SUCCESS! Turning on & off all Services in System Configuration Utility did create a new ERROR MESSAGE, after restarting, it displays the "WINDOWS SYSTEM ERROR", There is an IP address conflict with another system on the network". I also discovered that when I run ipconfig/all it indicates that the DHCP IS not enabled!   

 

Please note I'm able to connect to the Internet at the Library! As a comparison I've run The NETWORK Diagnostics which shows the following results:
