Internet Explorer won't save my settings

I am using Internet Explorer 11 on Windows 7.  I have changed my settings so that Internet Explorer asks me about saving passwords and to open new tabs to the "new tab" page rather than a blank page.  These settings work properly until I close the browser.  When I open the browser again, the settings are gone.  I have checked my browsing history settings, and it is set to *not* delete my  browsing history on exit.  I'm not sure what else to do.  I use multiple websites at my job, all with different logins.  It is incredibly inconvenient to not have Internet Explorer saving my passwords.  If I can't figure out my problem, I may have to switch to another browser for work.

Open Internet Explorer and in tools->Internet options, click Advanced tab and then click reset. In start, search for Internet Explorer and open Internet Explorer (no add-ons ) and check whether problem will reproduce or not?
