I've seen the reply for Flash based videos which is "ActiveX Filtering"
How do you prevent HTML5 videos, and all other videos, from automatically playing?
One example is YouTube videos. Another example is annoying ads on http://www.sfgate.com/.

Most of the videos on Internet explorer are flash videoes.
In order to stop HTML, GIF, and other such videos, only website developers may need to make some changes in the website content.
However, I would also suggest you posting your question on MSDN forum for better assistance from developers.
