I went through your entire list of steps, and it didn't seem to make any difference...Given that we already found a couple of KB's not being installed by Windows Update, I decided to manually go through all the requisite KB's again. Lo and behold 2670838 seemed to be missing...

Chances are it was missing (i.e., never offered/installed via Windows Update) due to the Norton "leftovers!"  That being said...

If all were well with your computer, KB2670838 and all other prerequisite updates for IE10 & IE11 (i.e., KB2729094, KB2731771, KB2533623, KB2670838, KB2786081 & KB2834140) should have been "drive-by" installed by IE11.  Methinks your injudicious use of Registry Mechanic may have been the troublemaker here.

In any event, all's well that ends. You're welcome and my colleague & I both thank you for your very kind words. Marking one or more of our posts as ANSWER will officially close your thread.

PS: We wouldn't mind a HELPFUL vote or two while you're at it either. <wink>

I tore my hair out on this one!

Eventually after unsuccessfully doing all the tricks found here and there, I managed by downloading a full offline image from:

http://windows.microsoft.com/en-us/internet-explorer/ie-11-worldwide-languages

After that I unplugged from the internet and successfully installed (in my case) "IE11-Windows6.1-x64-sv-se.exe".
