ERR_SSL_VERSION_OR_CIPHER_MISMATCH

I cannot open some site due to this error in the IE 11 and Google Chrome

ERR_SSL_VERSION_OR_CIPHER_MISMATCH but there is NOT any problem with the Firefox browser!

I have tried ALL options suggested through the Internet to fix this problem - nothing worked.

So....if someone can help, it would be greatly appreciated.

I came to the decision that Firefox is the less troublemaker than IEs and Google Chrome!

For Chrome v40:

Open chrome://flags
Look for "Minimum SSL/TLS version supported."
Choose SSLv3
Click on "Relaunch now" button
Open your https page again
You will be redirected to a "Your connection is not private" page. If you do not worry about this security issue click on the "Advanced" link.
Finally click on "Proceed to <your https page> (unsafe)".

I hade the same issue, mine was with the Internet Security software, try to disable SSL scan.
