Cannot connect to Cisco on IE 11 receive message "Failed to initialize connection subsystem"

I was literally connected to my work desktop via vpn about an hour ago.  I got kicked off and when trying to reconnect to CISCO received the following message "Failed to initialize connection subsystem".  I am currently on Windows 8.1 IE11.  Why in the world would I all of a sudden start having this problem.  It's very frustrating since I work remotely and cannot connect now.
