Well setting the font scaling back to 100%, as suggested in Microsoft's patronising response, worked for me (albeit in Win10, but I was seeing the problem in Win8 too). True that some applications are blurry and some are clear, but those that are blurry
are fixed by correcting the font scaling.
What makes this painfully apparent is choosing a bitmap font. How can a bitmap font be blurry? Well, by being post-scaled by 125%.
It requires a restart (in Win10) to work correctly. Some applications got blurrier after I made the change, but came right after a restart.
However, all the text gets smaller (surprise surprise!!), and this smaller text makes the flaws in cleartype more apparent. At 125% I was impressed at how much cleartype had improved since last I used it. Actually it hasn't improved -- they were just using
more pixels to render each letter.
