How to fix failed Windows sockets initialization?

Upon startup Windows 7 opens ok, except for some sockets: "Windows sockets initialization failed", which makes Internet Explorer unable to open.  What do I do to fix this?

Hello,

Please try the steps below:

Open up the command line utility and enter: (Administrator)

Run the following commands

netsh winsock reset catalog

netsh int ip reset reset.log

Below is the FixNow for the TCP Reset if you don't want to run the Command Line.
