Error 138 (net::ERR_NETWORK_ACCESS_DENIED): Unable to access the network.

Hello,  I just had the HDD replaced on my PC.  After I got it home I had to run a ton of updates and reinstall programs like skype and microsoft security essentials. Whether I use IE or Chrome, I am getting this error on certain websites:  Error 138 (net::ERR_NETWORK_ACCESS_DENIED): Unable to access the network.

Mind you, not all of them.  Any idea why this is and more importantly how I can control what the firewall or MSE blocks?  At the very least it seems it should give me a notice and ask me if I want to proceed, not block me altogether.  Is that the problem or is there something else going on I need to fix?

This issue can be caused due to some change in settings in the web browser or corrupted Internet Explorer files. I would suggest you to refer to the help article and check if it helps.
