All of a sudden I cant access the main websites I use

I all of a sudden as of 2 weeks ago cant access or  or  So I reinstalled windows 8.1 brand new and that did not fix it.  So I tried all the on and off  of  website protection protocalls that both my MacAfee and windows system provide on web security, and no matter if I shut down all the security on my windows 8.1 on all the systems, browsers, windows, I still could not get those websites to load..   I could not log on to the contact windows support live chat forum to get live or remote computer log on so they could take remote control to figure it out.  I get this error on the page 

This site can’t be reached  took too long to respond


and then when I diagnosed it, it says       The remote device or resource wont accept the connection

The device or resource ( is not set up to accept connections on port "https". 

   The same for all the other sites including the microsoft sites.  I am lucky to be able to log on to this site, and the tab on this window that I am using to communicate to you says that this page cant be displayed and create a new question or start a discussion.  Yet here I am working on the page that cant be displayed.

The main reason I have this satellite modem router netgear wifi is to get onto these sites.  I need help as to how to fix this problem. I have tried just about everything. I even worked with dish net and plugged in plugged out the modem and router only to prove that it is a software conflict somewhere.  The computer I am using is on the wi fi.  I had access to those sites on 2 computers, now both don't work, they say the same darn thing and it started 2 weeks ago. I checked for viruses Trojans malware and all that stuff they were fine.  So I reloaded windows  8.1 on both, off the original disks and that did not work either.  That  proved that no updates had changed anything.  So if you think you can figure this one out I shure as **** would like to know what to do to fix this problem, otherwise I might as well get rid of the satellite dish and all that stuff and get off the net since I cant do what I got it for.
