How to accept cookies?

I upgraded to Windows 10 and Edge and now I cannot accept cookies.  I am told to go to tools, security, etc. but I cannot locate tools on edge.  I cannot find any icon for tools now that I have upgraded.

can some one please clue me in on what I need to do?  My bank will not let me access their site until I accept cookies?

You can go to the menu (•••) icon and then Settings. At the bottom, use the button to see the advanced settings, then find the cookie option here:
