The only way I got it to work again is to uninstall the 10/8/19 Updates, and hopefully a fix will be rolled out soon.

Assuming as a result of running DiskClanup and removing WU files.

BEFORE trying to uninstall. Whoops.

Seems now I'm stuck with KB4517389 - its marked as required.

And after all of the other remove-repair-redeploy packages steps.

EDGE is re-installed. BUT STILL NON-Functional.

So as a workaround for now - made edge dev my default.

And trying to ignore the taskbar context menus are completely broken.

Only have MS shell extensions loading.

Context menus work fine from tiles on the start menu.

Context menus do not work for any icons on the task bar.

Context menu does work for Shell try icons, i.e. Action Center context shows the options.

However Win+A or clicking the Action center icon on the task bar does not show the Action Center pane.

So:  turn off Action Center and or Show Notification count so the increasing number of notifications is not distracting...

Symptoms after installing KB4517389:

  • Edge will not open. But has context menus from the Start menu.
  • Action Center will not open. But has context menus from the Task Bar.
  • App pinned to the Task Bar have no Context Menus, all But EDGE opens ok.
    • note: All of the same apps pinned in the Start menu other than Edge seem ok.
  • Clicking WIFI icon from TaskBar does not show WIFI networks. Context menu works but is not useful. existing WIFI connections are visible from NETSH or LOCK SCREEN wifi icon.

Sorry for the delay. Your user account might become corrupted and that can cause this problem to appear. Let's try to create a new user account.
Open the Settings app and go to Accounts section.
Select Family & other people in the left pane. In the right pane, click on Add someone else to this PC.
Click on I don’t have this person’s sign-in information.
Now click on Add a user without a Microsoft account.
Enter the desired user name and click on Next.
After creating a new user account, switch to it and check if the problem appears again. If not, move your personal files to a new account and start using it as your main one.

If that didn't work, please try to disable your anti-virus for the meantime then check if the edge opens. Antivirus tools can often interfere with your PC and cause various problems.

Let me know how it goes.

I have had the same issues.  My IT department tried reinstalling as well and it still won't open.  This just started 10/9/19 and I assume it has something to do with last windows update.  I opened a ticket with Microsoft and they tried to trouble shoot and all those failed.

Just for curiosity - for those who are affected by the Edge issue.

Have you checked, if a file ActivationStore.dat is missing in folder

C:\programdata\Microsoft\Windows\AppRepository\Packages\Microsoft.Windows.Edge ...
See my article https://borncity.com/win/2019/10/12/windows-10-fixes-for-october-2019-start-menu-issues/ for the startmenu isses.

I've got the same problem and haven't found any way around it, today it go autoapplied for a second time and I spent 6h again trying to get around it but the only solution is to uninstall it (again) and pause window update for 7days

Confirming. Got the same issue, with Edge starting but failing to open various web-pages (except for www.msn.com, haha... no comments). Just now, after reading this thread, uninstalled the KB4517389 update, and now I'm writing this in Edge.
