How to remove cached pages with Webmasters content removal tool when the url link isn't broken and there's no text in cached page?

I have been trying to remove like one year old cached pages and images from Bing's search results. The original websites are replaced with new pages or are redirected to 404, so removal tool rejects to the page deleting request, and I have to use the other option to delete outdated caches while there's no texts on the cached pages, or there's no text unique on the cached pages but don't exist on renewed page. Why is webmasters content removal tool so awfully designed this way?

Please ensure to use the same URL of a page that's indexed in Bing.

Search for site:yourwebsite.com in Bing search and find the page you want to from the cache. Once you find it, copy its URL and paste the exact URL in the URL removal took in Bing webmaster tools. https://www.bing.com/webmasters/help/content-re...
