Offline Issues! Can't play games that have DLC saved..?

O.k heres the problem, when my Xbox is connected to the net I have no problems playing any of my games. Yet when I go offline, any gamesave file(for any game coincidently) with DLC is unable to be loaded up! It says the DLC is corrupted and needs to be downloaded again. Yet when I connect back to the net, the game is fine and so is the DLC!

What gives? This is very frustrating and annoying. It doesn't just do this at my house, whenever I take my xbox (or just the harddrive) and connect it up elsewhere I try to re-download the DLC but the same problem happens. Its surely got to be the Xbox?

is this the purchasing console? or a new console

to use dlc offline on a new console you need to do a drm transfer at http://www.xbox.com/drm

 

if it is the purchasing console then you need to clear system cache and test xbox live connection
