do you live in an xbox live region?
if you do not live in one of these countries then no you cannot use any creditcard or paypal account in that region
also only certain regions support paypal and the paypal account must be in the same region as your account

if you do live in an xbox live region and cannot get access to a creditcard then your only option is to buy prepaid subscription cards for your region and ms points
if you do not live in an xbox live region well make sure any shop carrying ms points matches the same region as your account
