Can content be transferred?

No content can be transferred between accounts. If it is the console it was originally purchased on, any account should be able to access it though.

It is the only console I've ever owned, and I am able to access it via the other profile. Challenge is, the other account is not activated for Live and therefore I cannot utilize the map packs purchased. As this correct?

What do you mean "not activated for LIVE"? You don't need to have a paid subscription (Gold) to use downloaded content. Are you unable to play content on other accounts?

That is correct. I only have Gold on the account theezohan. I didn't realize at the time how convoluted it becomes with multiple accounts on the same console.

I'm sorry, I still don't think I understand your issue. So you have a Free (silver) account that purchased the content, and you want to play it on your other Gold account? Or is it the other way around?

You are 100% correct. Purchased it with an account that is now Silver. Want to play it on my account that is Gold.

So that content will be tied to that silver account. You can still play it, but only that account can redownload it if you need to.

One last clarification, as that still sounds ambiguous. When you say tied, does that mean downloaded content can only be accessed by logging back into that profile?

Maybe an easier way would be to ask, can I use the account that it was NOT purchased with to play the content?

If the content is on the associated console, anyone can play it. This means the console has to be the original console it was purchased on, or you did a license transfer (http://xbox.com/drm) to that console. If you are playing on any other console, only the purchasing account can use it and only if it is logged into Xbox LIVE. No matter where the content is being played, only the purchasing account has the ability to redownload it.
