i havent changed my gamertag ever but it still says i have to pay 800 msp to change it. any suggestions?

You only get a free name change if it was a gamertag assigned to you. Such as when you create an account online and not on your Xbox itself. I believe there is also a time limit in which you must complete it or for fit your right to the free change.

That is right, when you have made an online account, you need to pay 800 Microsoft Points in order to do so.

The free name change only counts, as mentioned, to brand new accounts.
Essentially at the end of last year Microsoft changed the account creation system slightly. Now instead of picking your gamertag at the start of the process, one is randomly assigned to you at the end of it.
So since you'd been given a random tag, Microsoft allow you to change it once for free.
