Blue screen "internal power error" while shutting down

Lately I've been getting the blue screen whenever I shut down my laptop (sony vaio vgn-cs21w) and in it is written that the problem is due to "internal power error". My computer cannot be normally shut down because after the blue screen it always restarts. I tried the "do not automatically restart pc after error" trick, but the only thing it did is help the laptop to shut down and not fix itself. After getting this error, my pc is working extremely slowly (to give an example it took 15 minutes to open my browser (chrome) and additional 15 minutes to open a new webpage) I tried cleaning the disc (which took a long time) but still nothing. I tried uninstalling any software and hardware I installed lately but still nothing. Can anyone help me by answering WHY do i keep getting this error and what can I do to fix it, or at least speed up my computer? it's starting to really frustrate me... should I just have it formatted?

Hi,

1) What is the complete error message you receive?

2) Since when are you facing this issue?

3) Do you recall making any changes?

Am not sure of all the steps that you have tried, I would suggest you to try the following steps:
