Is there an Image Resizer for Windows 7 as there was in Windows XP Power Toys?

Windows XP has an Image Resizer (http://www.microsoft.com/windowsxp/Downloads/powertoys/Xppowertoys.mspx) which does a fantastic job.  I've looked for a version for Windows 7 but can't locate one.  Is one available or any other suggestions?
