Hi Flatulenceone,

·        Since when are you facing this problem?

·        Does it happen with all the user accounts on the computer? (If any)

Check to see if the following helps.

Method 1: Try to run the troubleshooters on a different user account and check for the behavior. If there is no other user account then create a new user account and see if the issue persists.

Create a user account

Method 2:  Try performing a system restore if the problem has just started recently.

What is System Restore?

Please reply back with the results so we can try further steps.

Thank you for your suggestions; I hadn't thought to create and use a new user account.  Alas, after creating a new user account with administrator privileges, the troubleshooters experienced the same unexpected errors and returned the same error codes.

A system restore is not possible, because I have a dual-boot system with XP Professional, which, as you likely know, will wipe out any system restore files made by Windows 7, when XP is re-started (and probably vice versa).  I applied the registry work-around for this problem, but, somehow (likely due to a system restore on XP), this work-around is no longer in the XP registry, and I have been lackadaisical about reapplying it.

I installed Windows 7 alongside XP in early May (I think) of this year.  I made a system image (Windows Image Backup) with Windows 7 on July 29 of this year.  This backup has in it the errors pertaining to the troubleshooters, so the problem had to occur before the 29th of July.  Further, I had piddled with the troubleshooters, from time to time, before then, and had experienced no problem, so, though this is likely of little help, I'm assuming that the problem occurred in July or late June, because of my previous successes with the troubleshooters.

Some more information that might or might not be of help, is that I finally restored my computer to the July 29 configuration because, a week or so ago, I found that I could no longer access my task scheduler or event viewer ("could not create the snap-in").  After engaging in some research online, I finally decided to just restore my system from the July 29 image.  This rectified the problem with the task scheduler and event viewer, but the troubleshooter problem remained.

I have a little more information to refer to you, but in order to access it, I must reboot to Windows 7 and peruse the event viewer, so, in the mean time, the above information will have to suffice.

I finally re-booted into Windows 7, reviewed the event viewer, and found the pertinent error entries.  They are as follows:

               1.   Error    9-30-2010 1:58:27    Service Control Manager    7022    --  The Diagnostic Service Host service hung on starting.

Two seconds later, the following error was recorded:

               2.   Error    9-30-2010 1:58:29    Service Control Manager    7022    --  The Diagnostic System Host service hung on starting.

Looking in services, I find that the diagnostic policy service and diagnostic service host are currently running.  The diagnostic system host

is not currently running, and the ability to start it (in its properties dialogue) is greyed out.
