WINDOWS 10 upgrade error - 0xC1900101-0x2000C

I have an old HP Presario computer which has been upgraded from XP pro to 8.1 Pro.  With a newer graphics card and screen it works fine - it may be to slow for gaming but otherwise I am quite satisfied.

I have tried twice to upgrade to windows 10 pro.

The download works fine but during the copying of files at a later stage it fails to install " error 0xC1900101-0x2000C   failed in SAFE-OS phase with error during APPLY-IMAGE operation".

Can anyone tell me why this has happened or how to fix it.

I know that in w 8.i pro , when I wanted to refresh the OS , I had to have an ISO dvd in the computer for it to work.  Do I need to do this with the w 10 upgrade because of the upgrade path fro XP to W 8 the W 8.1

Method 1: Run the SFC.

Follow the below steps:

  1. Open Command Prompt.

  2. Select “Run as Administrator”.

  3. Type “sfc /scannow” without quotes and hit Enter.

Now check for the issue.

Method 2: Run the DISM Tool.

If the issue persists, I would have you run the DISM tool to check the system health and will try to restore the files. 

  1. Click on 'Start'.

  2. Enter 'Command prompt' in the Search box.  

  3. In the list of results, swipe down on or right-click Command Prompt, and then tap or click 'Run as administrator'

  4. In the Administrator: Command Prompt window, type the following commands. Press the Enter key after each command:

DISM.exe /Online /Cleanup-image /Scanhealth 

DISM.exe /Online /Cleanup-image /Restorehealth

To close the Administrator: Command Prompt window, type Exit, and then press Enter.

Note: The tool might take 15-20 minutes to finish running, so please do not cancel it.

Method 3: If you have installed any third party security software like antivirus program/firewall, they can interfere with the download. I would suggest you to temporarily disable and check if you are able to download the update.

Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

Method 4: If the issue still persists, I would suggest you to boot the computer in a clean boot state and then try to download and install. Booting the computer in a clean boot state can reduce software conflicts and help identify the root cause of the issue. You can refer to this article for more information:

Note: After troubleshooting, reset the computer to start as usual. Refer to the step How to set the computer to start as usual after clean boot troubleshooting under more information.

Thankyou Annu,  I completed the suggestions 1 and 2.  there were some faults repaired. I tried again last night to upgrade.   The download competed Ok . the next stage of preparing for installation also completed. They both took a fair while to complete.

It started the last UPGRADE stage and began the copying files part. This began very slowly-- very very slow-- It went as far as 15% done  ie copied 52% of files. -then stalled completely . this had taken 8 hrs.

I shut down and rebooted --  reverted to reinstalling w8.1pro . it did this without any problem.

the error listed against the failed download was C1900101-20006.  let me know if you have any idea what is wrong.

Thanks for the solutions provided. I have tried all the suggested methods but still cant install/upgrade to windows 10.

I am getting the same error (0xC1900101-0x2000C failed in SAFE-OS phase with error during APPLY-IMAGE operation") after about 2% of the installation completed.

Do you have any other solutions? please help.

Hi Annu and Pavan,  I tried again last night to upgrade to W10. It failed again as soon as the install began 2%.  When the machine had reset the old system W8.1 again I found the text file 'Windows Update' in the windows directoryof the system drive 9 in my case J:).

At the end of the listing it shows that all of the processes has completed before the final upgrade installation. In fact download had successfully downloaded and installed an upgrade to windows defender. Why it would do this while in the last stage of w 10 upgrade I can not work out. But clearly the computer and drive were all functioning OK at this stage.   No overheating problem as has been suggested elsewhere on this site.

The install just stopped .

Does windows 10 change any of the files involved in rebooting the drive ?

Hi, thanks to those who tried to help me solve my W 10 problem. I have a very old computer , 

The audio chip is not HD audio so that does not work with W10. I had to turn of the onboard audio for it to try and load.

I managed to download and use the Microsoft software to produce a bootable USB stick for W 10. I tried to load it onto a separate HDD from the one running W8.1

  I had tried quite a few times to do the upgrade but it failed to complete.

The USB stick worked until it got to the final stage. I did end up with a "version" of W10 running. VERY VERY SLOWLY and without all the features working.

I have concluded that the computer is too old and slow to load W10.

I was lucky to be able to use W10 to reset the booting of the W8.1 disk which it had kindly altered the drive letter.

Thanks - I will save and buy a new computer later when W10 has been completed.

I have a new laptop.

I tried via both Media Creation Tool and Windows update, but at the copying files stage, it failed quickly due to failure in SAFE-OS phase with error during APPLY-IMAGE operation. I'm following what Annu Singh has said to see if this remedy the problem.

If confident your PC meets the Windows 10 Specifications and are aware of any listed unsupported OS features, then you can bypass Get Windows 10 app in the System Tray to Install  Windows 10 using the media creation tool choosing the first option to automate the Upgrade which overcomes almost all issues with Get Windows 10 in the System Tray.   

 

However in the same amount of time it takes to download that option, you can choose the second option "Create Media for another PC" to make bootable flash or DVD media to keep for any needed repairs or reinstall, and can be run from Desktop to Upgrade.  This media also gives you an extra option to Save Nothing during the Upgrade which overcomes Upgrade choking on corruption or bloated factory installs and gets as close to a superior Clean Install as an Upgrade can get. 

 

And now thanks to Windows 10 Fall Update Set for November Release  which allows activating directly with your Windows 7,8 or 8.1 Product Key (even if it’s embedded in BIOS), you can also do the vastly superior Clean Reinstall Windows 10 Upgrade  either waiting for Release media or use the present media and wait for new Version to be pushed through Windows Update to Activate.  Remember to delete all partitions during booted install to get it cleanest as illustrated in Reinstall Wiki.


But if you prefer to run an in-place Upgrade the media must be opened in Windows 7/8.1, then right click Setup file to Run as Administrator. 

 

 If asked do not insert a Product Key at any time, click Skip, Next or Do this later. 

 

If you want to  maximize chances for a successful Upgrade, then choose to Save Nothing so the Upgrade has much less to choke on and has less problems after install.  Make sure your files are backed up separately and you have your program installers and any Product Keys for programs like Office.

 

To improve the Upgrade's chances turn off everything at Startup:

Type msconfig in Start Search box, right click System Config Utility to Run as Administrator.  In Startup and Services tabs after making sure to Hide all MS Services disable everything except anti-virus, any synch, stickies, printer using scan.

 

Uninstall any anti-virus except Defender.  Bloated AV's like Norton, McAfee, AVG and Avast need to have special Uninstallers (removal tools) for common antivirus software - ESET Knowledgebase.

 

It’s highly recommended to Create a backup System Image of your existing OS before upgrading, which can be recovered using the booted Windows installation media, Repair CD or Recovery flash drivein 20 minutes.   Type Backup in Start Search box, in Backup and Recovery Center choose Create a System Image.  You can also use a more flexible imaging program like free Macrium Imaging which allows recovery to any partition position on the hard drive.

 

Immediately after install, type Update in Start Search box to Check for Updates, expedite these through requested restart, then check again until no more are offered. 

 

Next right click Start button to open Device Manager, import any drivers still missing from the PC or Device's Support Downloads webpage.  How to: Install and Update drivers in Windows 10 - Microsoft Community

 

Stick with built-in Defender in Windows 10 for best performance and adequate protection.  If you get infected add the inexpensive Real Time protection from the best-in-class free malware scanner Malwarebytes. No one I’ve had do this has ever been infected again.  I'd also periodically scan with free Malwarebytes and  AdwCleaner  scanners.

If your PC runs Windows 8 well then it should be able to run Windows 10 even better.   I'd save a System Image Backup  so you have an easy path back in 20 minutes, then do the steps I posted just above which overcome all Upgrade problems in thousands of cases without a single failure.

I have the same issue and trying the solutions above. Method 1 did not give any negative results.

Method 2: If I use cmd.exe the scanhealth command is not recognised, if i search for command prompt in the start menu, it does not exist..

any more ideas?
