Windows 10 Laptop Reset Stuck at 64% and keeps on restarting.

Let us try to run Automatic Repair from Advance boot option, and check if it helps.

The Automatic Repair tool automates common diagnostic and repair tasks for startup issues like non-bootable operating system installations. Automatic Repair starts if the computer fails over into Windows RE because of a detected boot failure.

It may ask you to insert the Installation DVD/USB while doing startup repair.

You have to create an installation media for that.

You may download an ISO from the below link:

Once your media is ready follow the steps.

• After you boot your computer using Windows 10 CD/ DVD or System Repair Disc, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.

• Select the correct time and Keyboard type.

• Click on Repair your computer in the lower left corner.

• Select Troubleshoot from Choose an option screen.

• Click on Advanced options in Troubleshoot screen.

• Click on Automatic Repair from Advanced Options screen.

• Next, choose the operating system by clicking on its button.

• Windows 10 will look for problems on hard drive(s) and verify that all required files are intact.

I suggest you to run an Automatic Repair on the system and check if you can boot to the desktop.

Steps:-

1. Insert the installation USB drive and boot Windows 10 from it.
    If you don't have one, you can Create an installation Media.

2. In the ‘Windows setup’ page select the ‘language to install’, ‘Time and currency format’ and the ‘keyboard or input method’ and click on ‘next’.

3. Click on ‘Repair your computer’ and select ‘Troubleshoot’.

4. Click on ‘Advanced options’ and select ‘Startup Repair’ and select the operating system.

Please help.

I tried that and it says "unable-reset-pc-required-drive-partition-missing".

I am not very computer savvy, and have no clue what to do.

I tried to do "install now" instead of repair, but I get this message instead: "The computer started using the Windows installation media. Remove the installation media and restart your computer so that Windows starts normally. Then, insert the installation media and restart the upgrade. (Do not select “Custom (advanced)” to perform an upgrade. “Custom (advanced)” installs a new copy of Windows and deletes your programs and settings.)"

Sorry to hear that you are still facing the issue.

I suggest you to rebuild the boot configuration data through the command prompt using an installation media by following the steps below:

1. On a working PC, go to the Microsoft software download website.

2. Download the media creation tool and then run it.

3. Select Create installation media for another PC.

4. Choose a language, edition, and architecture (64-bit or 32-bit).

5. Follow the steps to create installation media, and then select Finish.

6. Connect the installation media you created to your nonfunctional PC, and then turn it on.

7. On the initial setup screen, enter your language and other preferences, and then select Next. If you're not seeing the setup screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to change your PC's boot order, and then try again.

8. Select Repair your computer.

9. On the Choose an option screen, select Troubleshoot > Advanced options > Command Prompt

10. Enter the following commands into the prompt one at a time and press enter after each command.    

                   bootrec /fixmbr
                   bootrec /fixboot
                   bootrec /scanos
                   bootrec /rebuildbcd

4. After the completion of the commands, restart the computer and check the status.

Thanks man. I made a mistake. I was booting the USB incorrectly. Instead of setting up the USB as the 1st drive option, I was 'forcing' the USB to boot? Not sure of the terminology. But, in the BIOS, I chose the wrong option.

Ended up resetting successfully.

I I do the have a cd or USB is there any way to fix it by not having either?

It is not possible to fix it without a CD or USB, you can buy a USB or borrow a USB from someone and then perform the steps.

OK... Same issue.  I have created the reboot usb but when I start the lap top it goes straight bank to the 64% loop.  How do I get it to the screen so I can select repair your computer... HELP!
