Cant disable touch keyboard and handwriting panel

"windows could not stop the touch keyboard and handwriting panel service service on local computer

The service did not return an error. This could be an internal Windows error or an internal service error"

is the error. also im on windows 10

To resolve your concern, follow the steps below:

1.  Open File Explorer.
2.  Go to C:\Program Files\Common Files\microsoft shared\ink\TipBand.dll.
3.  Right click on TipBand.dll, and then select Rename.
4.  Rename the file from TipBand.dll to _TipBand.dll.

ok, well. while my taskbar still endlessly twitches i was able to stop my computer constantly trying to load the TKAHP making using the computer much easier via finding and deleting an application called "TabTip" and disabling TKAHP in msconfig startup and restarting

if i could still get help on how to get my taskbar to stop twitching id appreciate it but considering how helpful this forum has been so far im not going to get my hopes up

Sounds like your change to TabTip wasn't the answer and you need another guess?

Have you tried booting in safe mode and checking if the symptom occurs then?  If it doesn't you just need to figure out what the essential difference is between the two environments.  Typically you would use AutoRuns to assist with that next step although the amount of analysis might be easy enough not to require that tool.

FWIW I think your most significant observation may be that a service gets re-enabled when it has been disabled.  That's unusual I think.  You might find that the manufacturer has created a Scheduled Task which does that.  Etc.

Oh.  I just re-read your OP.  There is an ambiguity.  One statement implies you just stopped something and another implies you think you disabled it.  There is a difference.  If you want to disable a service you need to do so explicitly.  So, my previous paragraph only applies if a service has been disabled manually and somehow is being restarted.

im not sure how you got ambiguity out of my original post

originally i had 2 programs (TKAHP and TKAHP[32-bit]) that kept popping up in my task manager then immediately dissapearing it seemed to be causing 2 problems:

1 my cursor was constaly showing that it was loading somthing

2 my taskbar was twitching like mad

in the OP i say some things that i try to remedy the problem but all of them failed and i state how they failed

many months later i finally figure out how to stop the 2 programs from repeatedly opening in my taskmanager and thankfully the cursor problem has been fixed but i was surprised to see my task bar is still freaking out

whelp, reset the computer and set it to safe mode and that didnt change a thing. taskbar is still twitching like mad
