Win 10 1511 Post Upgrade Issues Start, Cortana, Edge, Action Center, Roaming Profiles

Issue found post upgrade to Win 10 1511 (threshold 2) after the upgrade was completed - all tied to RPC failures

  1. Start button was missing tiles/metro interface; most apps are missing from all programs.
  2. Edge opens for a second and closes.
  3. Cortana will not open.
  4. Action Center will not open.

Initial Observation: Issues looked tied to .V5 roaming profiles

Environment: Corporate domain joined with roaming profiles

System: HP Z440, NVidia GTX 970, 16 GB RAM, 500 GB Samsung Pro SSD

OS: Windows 10 Pro built via WDS/MDT and apps and Windows 10 Education (July Build from VLSC) fresh build and no apps.

Initial Troubleshooting Steps:

  • Rebuilt fresh roaming profile after clearing entries in the registry. No change but noted local admin not experiencing issues.
  • Reformatted and installed Windows 10 Education with no apps and new profile. Same issues.
  • Restored to earlier build pre upgrade which broke Edge and the start menu. Likely via carried over registry key entries.

Troubleshooting Steps completed in both OS environments:

  • Completed SFC /Scannow with no errors in one instance and repaired in other instance after mounting ISO
  • Completed Restore Health with mounted ISO: Dism /Online /Cleanup-Image /RestoreHealth
  • Via Power ran: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
All steps completed without any correction to the stated issues. I am writing this on my recently upgraded tablet with local profile and no major issues. However, this is the second time I have had to write this because Edge crashed and I am seeing some stability issues with the browser. But will say my Xbox One is happy with the November update so far.

I suggest you to follow the steps below and check if it helps.

Booting to Recovery Environment with Windows 10 installation media.

This is an alternate way to boot the PC and run recovery tools when something goes wrong with the Operating system.

Please follow the steps given below. Insert the Windows 10 installation DVD in the DVD ROM and restart your computer.

a) After you boot your computer using Windows DVD or System Repair Disc, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.
b) Select the correct time and Keyboard type.
c) Click Repair your computer in the lower left corner.
d) Select Troubleshoot from Choose an option screen.
e) Click advanced options in Troubleshoot screen.
f) Click Automatic Repair from Advanced Options screen.

g) Windows will then look for problems on hard drive(s) and verify that all required files are intact.

I had the same problem.

Action center, search, start menu shows up with delay, calendar from system tray will not display if I click on them.

I'm on a corporate network with roaming profile.

I fix it with restarting PC in Safe mode with Networking. When you boot in safe mode, try to open Action center, search, etc., they should open fine. Then reboot to Normal mode and you should be good.

I noticed that the migration step of the updated failed for the roaming profile.

It worked for the local admin but not the roaming profile.

So i guessed the apps are broken.

I went to the Folder c:\user\<username>\AppData\Local\Packages and deleted the folder of the apps with the rpc error (check Event log) 

Then I used the powershell with this command:

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Problem was solved. I needed to to delete them before reinstalling them into my Profile.

In my case (roaming profiles and 1511 update), booting into safe mode did not make the applications run.

This worked for the Mail app like a charm. This worked for Edge as long as the user did not log out. After logging out and then logging in, Edge once more would not start. This did not at all work for the People app.

As a work-around to Edge not working, I changed the roaming profile to a local one (leaving folder redirection enabled) , followed your steps and Edge now works. I'm not saying this is THE solution, since now I don't have a roaming profile. The People app seems to be especially stubborn and refuses to work even after switching the profile to local and applying your solution.

The linchpin in my case is Edge. People actually like it and it allows me to install as little software as possible on a machine. Now with Edge broken (the local profile solution is not really a solution), I'm in a pickle as what todo (give in and install Chrome? Firefox is a no go because it has too many synchronization issues in a domain/roaming profile setup).

So on one hand, 1511 seems to have fixed the issue with the AppData\Local and LocalNow folders not roaming properly (they uploaded to the server, causing very long logout's, login's, see "Windows 10 roaming profile includes AppData\Local & LocalNow folders" ), but now Apps fail to launch. So one step forward, lots of steps backwards in my situation. The 1511 update has not been a great experience.

You are not alone. Increasing number of reports of Edge crashing with domain accounts and/or roaming profiles. Hopefully as this is pure corporate territory a fix will be forthcoming ASAP.

I had the same problem with edge crashing on 10 pcs at the office on domain which use roaming profiles after updating to 1511. Additionally on some of the pcs the search and the notification tools are not opening. The problem occurs when the user profile is loaded from the server (roaming). It probably has to do with the location of the files. I deleted the profile both locally and from the server and created a new one. Edge and the rest worked ok until logoff - logon when the new profile was copied on the server at logoff and read from the server at logon. I also tried the proposed solution of deleting and redownloading the edge installation package with no effect. I am wondering how can microsoft miss this problem? Don't they have domain joined pcs with roaming profile? Perhaps the problem is limited only on windows server 2008R2 domains, which is the one I have, and microsoft is running newer versions of windows server.

No, the problem occurs on Windows 2012 as well. I doubt it's a server-side problem but who knows for sure.

The problem also occurs when assigning a local user-account to a local .v5-profile (copy of default-profile with permission "everybody").

Neither the Get-AppXPackage-command nor the reboot in safemode are helping in my case.

The following problems occur in Version 10.0 and 1511 of Windows 10!!!

Microsoft Edge closes after 2 seconds.

Cortana / Searchbox beside startmenu don't do anything

Big list of  background-tasks with same error: WindowsStore, Windows.Photos, WindowsAlarms, Microsoft.CommsPhone, Microsoft.Messaging
