This worked for me as well. You need to have the device connected to change the name but it will not change until you turn off the connected blue tooth device. Once it is changed it will stay until you change it again.
Yes it has worked for me for my bluetooth mouse by powering off / powering on the device. For the rest of the PC session the new name stuck. Then after finishing and powering off the PC. Turning the PC back on at a later time, the name once again reverted to the generic "Bluetooth Mouse". So once again I can't distinguish one mouse from another.
For my keyboards it worked differently. My keyboards are all "Bluetooth Mobile Keyboard 6000". Since I have several I distinguish them by numbering 1, 2 3 and try to add the number. Turning off / back on of the keyboard unlike the mouse does not make the the change (viz new number) change and it always remains as "Bluetooth Mobile Keyboard 6000".
So, sadly your solution only works temporarily for mouse (while PC remains switched on) and doesn't work at all for keyboard.

Pair your Bluetooth devices with somebody's Mac, open Bluetooth preferences, right-click the name of the device you want to change, and choose rename. It changes right away on the Mac. Afterward, disconnect your Bluetooth device from the Mac. Next, re-pair the device with your PC. In my case I never disconnected it, I just had the laptop turned off. When I initiated pairing, the old name appeared in the Windows 10 Bluetooth settings area. It showed as being paired because it had been paired before. After a minute or 2, the new name appeared, replacing the old name.
I've renamed Bluetooth devices with the Mac before and they always stick. Your mileage may vary.

As regards manufacturers "locking in the names if they want to" this does not apply to the bluetooth devices I am using. In Windows XP I happily changed the bluetooth names of these devices proving that the names are not "locked in". Windows 10 will not permit me to change the bluetooth names of these same devices that were happily changed under XP. with not the slightest difficulty. This, and the fact that you agree the attempt to change names do not pass a power down / power up under Windows, 10 shows we still haven't solved the problem raised by this thread.
I don't have a MAC and see no point in pairing my devices with a MAC. It's Windows 10 that I'm seeking a solution for.
