Apps reopening on start up after shutdown/restart

There is a change with the Fall Creator’s Update where applications that have registered via RegisterApplicationRestart will re-open after a shutdown or reboot.

What changed?  The advanced Windows Update feature which restores running applications after an update has been extended to regular shutdowns and restarts initiated through power options available on the Start Menu and various other locations.  This is to create a seamless experience wherein, if you have to reboot your PC, you can pick back up from where you left off and resume being productive. 

We've heard the feedback that some of you would like to have a switch for turning on and off this feature, and have now added the ability to do this.

Once you have installed the January 31^st update (KB4058258 (OS Build 16299.214)), you will be able to turn off this feature by going to Settings > Accounts > Sign-in options > Scroll down to Privacy > Toggle off Use my sign-in info to automatically finish setting up my device after an update or restart.

Note: The feature is not available on PCs that are managed by enterprises nor on home PCs that are sync’d to enterprise (work, school, etc.) email.

In lieu of feedback hub, I would love to see a feature similar to what Apple has done, where you have the option to reopen windows when you click the power button. This would make it easily accessible to toggle, because there are times when I like it opening my windows, but not always.

I think I found a temporary solution. If you do not want your applications to launch when you restart, you can use the win+x menu or right click on the start button and use the shutdown box from there. I think this is the same as the command line that PaulSey... references.

(WIN+X, U, U, for shutdown, WIN+X, U, R, for restart)

With some practice, you can use keyboard shortcuts to shutdown your computer faster than you can move the mouse.

I'll try to get access to that ticket to vote on it. But just weighing in on this thread. It's extremely annoying that it does this. I have my kids using my PC on a separate account & they leave all sorts of things open before hitting Shut Down.. so when I boot it up, I get to the login screen and hear their last YouTube video playing!

I log in with my account & it stops.. but when I go to Shut Down later, it says that another user is logged & and they'll lose work if I continue. This is really not useful in the slightest. It needs an option to turn it off.. it'd be much less of a problem if it was only my account, but with multiple user accounts on the same PC it's really annoying & doesn't feel like the UX people thought it through or tested it in this way.

There is currently no way to disable this functionality. To stop an app from restarting, you have to close them before you shutdown. Other ways are to sign out before shutdown, or by using the command line tool shutdown.exe to do a normal restart (“-r”) or shutdown (“-s”).

This has to be a joke! FFS Microsoft... Stop forcing this nonsense on your paying customers. Now when I power on my PC and walk away while it boots, it starts playing youtube videos before I've even LOGGED IN!

I also faced the Chrome re-opening tabs after a shutdown.
But there is something worse happening.
I was logged into my trading account website and a couple others. I restarted the computer and when Chrome restored the tabs, I was still logged in!
Weird thing is that my trading website asks for a sign in every time after I close the browser (even if logged in).
But if I restart the Windows and Chrome tabs are restored, I am still logged in!

WTF

This has got to be the most ridiculous feature EVER. Why would there not be a switch implemented from the start? The fact that this "feature" made it past testing and on to the final product is beyond me and I find myself at a loss for words. Then to give my input, I have to use FEEDBACK HUB? And my account "Doesn't have access to this feedback"? Why is not just in browser? Why do I need to open a separate app JUST to give feedback? Surely having it in browser would be easier! I want to insert paperclips into my eyes Microsoft, I can feel my soul disintegrating. Please fix this problem.

I don't understand  what you are telling me all I know is that it is still happening when I restart  and I don't like it because it is frustrating and what if someone else see something and decide it may not be appropreate.  Sorry I am not good with the workings of the pc . hope ypu understand  it is noty you but me who does not understand
