Some programs/apps unable to connect after Windows 10 upgrade

Since upgrading to WIndows 10 certain programs do not connect to the internet.  These include STEAM, Fantasy Grounds, MyDrive, PureVPN (at least not in TCP mode).  However, Chrome and edge work with no problem.  

I also get a Microsoft.Net Framework window that pops up when I start/restart my system.  Part of the text in the box is as follows:

It continues, but I have not included the whole contents of the box.

Mine is a bit different, All app except the Microsoft Edge are unable to use my internet connection.
I tried to use steam but then it said I'm not connect to the internet/ check your connection. Hope Microsoft fix the as fast as possible.

This is very strange.  We are all having a similar problem but with different programs/apps.

As to my home computer, after I went from Windows 7 Pro to Windows 10 Pro:

GOOD INTERNET CONNECTION:  Windows 10 activated without a problem. Windows update installed several updates (but did not install one for an HP printer).  Edge works great.  I do have access to my office files through the VPN, Outlook is able to send and receive messages (which includes Google Apps Sync), Skype works, CrashPlan is running, iTunes radio works, and my anti-virus program (ESET) successfully completed an update of the virus signatures.  Directory Opus has a good FTP connection.  Metro (Windows 8 apps) appear to be working, including Flipboard and the Wall Street Journal, but I have not tried them all.

NO INTERNET CONNECTION:  IE 11, Firefox, Chrome, OneDrive, Evernote, LogMeIn, Dropbox, RoboForm, Verizon Message+, TurboTax, DymoStamps, and Dreamweaver, all report no Internet access.  

I tried accessing the Internet after disabling the firewall on the router and my software firewall (ESET), and nothing changed.  I even tried adding software to mire firewall exception list, and that did nothing, either.

This situation appears to be common, but inconsistent.  My Dell XPS 12 laptop upgraded from Windows 8.1 Pro to Windows 10 Pro without any connectivity problems that I have noticed so far. 

As to all of us who are having problems, I join in the hope that Microsoft fixes this ASAP.

I found a solution that worked for me:

To "reset the tcpip stack," there is an excellent youtube video with the cmd commands here:

Be sure to run Command Promt as Admin.

The two commands mentioned in the video are these.

"netsh winsock reset"
"netsh int ip reset"

To clarify:

The first command should look like this:

C:\Windows\system32>netsh winsock reset

then press enter.

The second command should like like this:

C:\Windows\system32>netsh int ip reset

then press enter.

Then restart your computer.  When I did that, all programs and apps had Internet access.  I hope it works for anyone else with this problem.

thank you thank you very much. I was about to take my lap top to the technician where I will definitely spend some money to fix this problem thinking that it is a virus infection. then I saw your answer and I tried it and it worked
