Windows 10 title bar color

I kept getting the notice to upgrade to windows 10. For a while I ignored it but it seemed to get more intrusive about the upgrade. Finally I decided to go ahead and give it a try. I upgraded and right away noticed that I can't change the title bar color.  For someone who has problems seeing, the option to make it a color that stands out from the other title bar stark colors is lost to us. You would think that the developers would want to reach out to all  potential users.  I can change the color, size, and font of text that helps me to see it better but they failed miserably  with the option of the color of the title bar. I am on the verge of going back to windows 8.1. At least I can tweak the settings for my personal needs. Very disappointed with what windows 10 has to offer.

Surely it being more intrusive should make you want to do it even less. My previous laptop broke so now I have to use Windows 10, and the transparent titlebar's just frustrating even for an ordinary user such as myself without any issues seeing. I guess it's time to learn how to install Linux :(

Right-click desktop, Properties, Colors. Select an accent color, and enable the following option:

Show color on Start, Taskbar, action center, and title bar

One problem is that the inactive title bar color also uses the same accent color. But you can change the inactive titlebar color using registry edit (AccentColorInactive). Change the Inactive Title Bar Color in Windows 10?

And to independently apply the accent colors (eg., only for titlebars), see this excellent post at Reddit: tutorial_independently_colourise_or_decolourise

Have a look at all the themes  under C:\Windows\Resources\

for example C:\Windows\Resources\Ease of Access Themes\hcblack.theme 

If you add a new theme file to C:\Windows\Resources\Ease of Access Themes it will appear in the list of high contrast themes at Control Panel\Appearance and Personalization\Personalization (I modified every value in high contrast white - without changing the name )
