The boot configuration data for your PC is missing or contains errors

When I got home from school I booted up my PC and found an error message. I cannot access my desktop. My PC was working fine last night and I have not made any driver changes recently.  My PC is custom built and  I'm using windows 8.1.  As soon as I turn on my PC I see a message that reads, "your PC needs to be repaired. The boot configuration data for your PC is missing or contains errors. File:\EFI\Microsoft\Boot\BCD Error code: 0xc000000f. You'll need to use the recovery tools on your installation media..." It also says I can press esc for UEFI firmware settings. Not to mention I do not have a cd copy of windows 8.1. The guy who built my PC gave me a download code. What should I do?

Sorry to know you are having inconvenience booting the computer to Desktop, I can understand how frustrating it could be when computer behaves unusual.
 
Since you do not have the Installation media I would suggest you to create one and try the following methods and check if it works for you.
 
Refer to the following Microsoft Help article to create an Installation media.
 
Here are the methods that we have to try after creating/getting the Installation Media.
 
Method 1: Perform Automatic Repair

Automatic Repair is a Windows 8.1 system recovery tool that can fix certain problems, such as missing or damaged system files.

To perform Automatic repair on Windows 8.1 computer follow these steps:


a. Insert the media such as (USB or DVD) and restart your computer.
b. Press F12 key (typically this is F12, but it can differ between computer manufacturers) and choose the drive that you inserted the installation media into.
c. Once the Windows Setup window appears, follow these steps:
d. Click next and select Repair your computer.
e. You will then see a blue screen and an option to choose. Choose the option Troubleshoot and select advanced options.
f. You may choose Automatic Repair from Advanced boot option.

Method 2: Rebuild BCD from Command Prompt.

After you boot your computer using Windows DVD or System Repair Disc, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.

1. Put the Windows installation disc in the disc drive, and then start the computer.

2. Press a key when the message indicating "Press any key to boot from CD or DVD …". appears.

3. Select a language, a time, a currency, and a keyboard or another input method, and then click Next.

4. Click Repair your computer.

5. Click the operating system that you want to repair, and then click Next.

6. In the System Recovery Options dialog box, click Command Prompt.

7. Type BOOTREC /FIXMBR, and then press ENTER.

8. Type BOOTREC /FIXBOOT, and then press ENTER.

9. Type BOOTREC /REBUILDBCD, and then press ENTER.

Method 3: Restore to a date before installing the updates by performing System Restore using the Installation media and check if the issue persists.

Follow the steps to perform system restore:
1. Insert media such as (DVD or flash drive) and press F12 key and click on  change default or other options which is at the bottom of the screen.
2. In the next screen click on Troubleshoot option, this will display you different WinRE (Windows Recovery Environment) options to resolve issues with the computer when it is in no boot state.
3. Now Click on System Restore, this will open up a Wizard and restore to a point when the computer was working fine.
 

Once you are with System Restore try installing the update one by one and check which update is causing this issue.
