I Had This Same Issue About 3 days ago i got to fix it

First you have to unistall the HEVC extension from the settings>apps

after you uninstall it you reinstall it here is the link: https://www.microsoft.com/en-us/store/p/hevc-video-extension/9n4wgh0z6vhq

Hope it will fix your issue
