Can't add non-Hotmail Exchange ActiveSync account in Outlook 2016

On Windows 10, I've used the provided email client to add a non-Hotmail Exchange ActiveSync account; this works fine. (The Exchange server only supports off-site access to mobile devices; it is not configured for Outlook Anywhere.)

However, when I follow the corresponding steps in Outlook 2016, I get an error of "Log onto Exchange ActiveSync mail server (EAS): The server cannot be found."  (This didn't work in Outlook 2013 either, so at least it isn't a regression.)

My expectation is that I would not lose functionality when switching from the free Microsoft-provided email client to Microsoft Outlook 2016.

Don't expect that Outlook will connect to Exchange via EAS. In fact, EAS support in Outlook will most likely be abandoned once Outlook.com accounts have been migrated to Exchange Online.

EAS really is the wrong protocol for Outlook especially when it comes to Exchange support. Outlook Anywhere is the right protocol to use as it will give you the premier experience (to put it into your own words). You might want to ask your administrator first why they do allow EAS connectivity via the Internet but not Outlook Anywhere. Configuring it is the same amount of hassle/overhead as allowing EAS so that doesn't hold up.
