Build 10061 - Failure to run Modern Apps (including start)

Updated to build 10061 and everything seemed to be working OK and then suddenly I can't get START.

I can't search, I can't get to settings for updates although Win32 apps all seem to be working fine from desktop shortcuts.

I did a bit of digging in Event Viewer (still as Win32 app ;-)) and all Modern Apps appear to be complaining about parental controls - which are not set for my logon. Anyone any ideas how I can kick this back to life?

Hi,

Thank you for being a part of Windows 10 Technical Preview testing.

This issue might be due to resolution of the screen or if you have set any proxy to connect to Internet. Here are few methods we can try to fix the apps issue.

Method 1: Check UAC is enabled and time zone is selected properly.


 Step 1: Check if UAC (User Account Control) is enabled. UAC must be enabled for Metro apps to work.


Step 2
: Change the Date, time and Time zone is set correct.

a.       Type “Date and Time” in the search next to start.
a.       Type “Date and Time” in the search next to start.
b.       Click Change date and time button.
c.      Click Apply and Ok to save the date and time.

 
Note: Click on the Time Zone tab to check the Time Zone.

Step 3: Please change the resolution and check if that helps.

a.       Press Windows + x, Click or tap Command Prompt (Administrator).
b.      Go to command prompt, type desk.cpl.
c.       Please change the resolution of the screen to 1366*768.


Method 2:
If you are using any Proxy connection, then try disabling the proxy connection and check.

a.       Click the Gearbox at the top right corner in internet explorer.
b.      Click the Tools button, and then click Internet Options.
c.       Click the Connections tab, and then click LAN settings.
d.      Uncheck the box next to “proxy server for your LAN”.
e.       Click on OK to save the setting and close window.


Method 3
: You may also try to disable third party security software if you are using any.


Note:
Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

Let us know the update after you try the above steps.

Method 1

1. UAC is set to default

2. Data and time are correct. Time zone is correct (UTC).

3. Screen Res is set to monitor native res (1920x1080). There is no option on the slider for the res you suggest so tried 1600x900 - still no start.

Method 2

Not using proxy settings - why would all modern apps need to connect to the internet to run?

Method 3

No third party security software.

NOTE: Couldn't use the search method for running apps as search is also dead (same failure event in the app log for Cortana).

I wonder if it is something to do with the slightly hacky way I had to activate (using the slmgr.vbs -ipk method) ????

Dez, all my settings check out too but I didn't do anything special to activate.

The Me Too counter keeps growing.  Hopefully we'll find a fix.

Same issue here as well. No matter what the Start Button does not work and neither does the search bar. Tried all suggestions but no luck so far.

Thanks Vijay for the response.  I've been working with another user experiencing the problem.  We both had associated child accounts prior to the Win 10 install.

I'm suspecting the child protection mechanism is getting overly aggressive here after the 10061 build.

*** EDIT *** P.S. Just replied to the post to try and keep them together since I tried the same steps with same result.

*** 2nd EDIT *** I have discovered that if I right click anything I want to start from the start menu, and select "run as administrator" it works. (after I accept the UAC popup box).

Do you have a child's account on your computer?  Another person and myself both do and I was theorizing it could be related to that.

Yes i have 2 of them. I have not been able to remove them from within control panel as the settings do not work. I did remove them from my online profile but it did not make a difference. Very unstable build so far.
