Xbox One Controller on Windows 10 with USB Hub NOT WORKING

I had a USB2 hub (a battleship from the target dollar-section) and it works fine on my xbox with controllers with no batteries or anything else I plug in (except for gaming off harddrives because not usb3), but on my computer it would always tell me that there was no controller connected when I started streaming. The controller lights up like it's plugged in and works as a controller for other games. I then thought "maybe it is because my hub is too old and slow?" So I went out and bout a high speed usb3 hub with power and have made sure that the speed was good, but alas the controller still does not work in the hub when I start to stream. The controller works fine if I plug it in directly to the computer or the usb extension cable. Any ideas?
