Unable to download BO2 DLC

Hi all, I need help, I have just purchased the first map pack on BO2 and when I go to download it, it fails to download. On the percentage bar it goes to 1% then seconds later it goes back to 0% and then switches between the two for approx 30 seconds and then pops on the screen with "can't download........" I have tried a reset, I have cleared the cashe with no effect. Am I doing something wrong?? I'm not sure if its related but I had a similar problem with the nuke town download but after that issue I gave up after I had the error "Downloadable content has changed: FC8007045d" Could this have anything to do with it?.?.?

many other people are having the exact same issue as your are. Have you checked that you have enough hard drive space for the map pack to download? Is your internet connection weak or strong? and are you on the xbox live dashboard while trying to download the DLC?

does your account country match your actual country?
