Using Windows Xbox Live account to XBox 360 Profile

I have a Windows XBox Live account that I'm able to log into from my laptop and WP7. I'm now trying to use it with my XBox 360 profile which has never had a Live Account. The only option I have is to create a new Live account. Why can't I just use the one I already have for my phone? Isn't that the point of the seemless integration? Why I try to login using my existing account I get an error that "The email address you enter can't be used to create a Windows Live ID. Please use an address from a different domain." Huh?
