Remind me of the name

I remember seeing a video of an unreleased arcade game in which you could mold the landscape of an island using various tools. It reminded me of the God mode from Sim City 4, and once you'd finished building the land, tribes would locate around the coast.

 

Anyone know the name of the game I'm talking about?

the game is called from dust by ubisoft if im not mistaken
