putty: network error permission denied

I use windows 7 home premium x64 and want to connect to a linux server throught a vpn tunnel with Putty (SSH). I set Windows Firewall to block all outbound traffic by default and allow only those which are in my rulelist to pass through.

I allow putty to connect inbound and outbound but i get the message "fatal error ->network error: permission denied". It seems that the Windows Firewall is blocking putty even when i set it to allow.

PS: I found a thread a Vista forum here with the same issue. The support didnt answer, but the user figured the port which is part of the problem. He opened for TCP on port 22 for all outgoing applications. This works, but doesnt fullfill my security policy.

Which application (other than putty) do i need to allow TCP outgoing on port 22 to avoid this error?

I solved it!!!!  I moved putty on a diffent harddisk and it worked without error.

Before i tested it in different locations like program files, desktop and downloads, but i didnt try another HDD.

The problem is inside windows 7, but i can make a good guess.

In "program files" its probably somthing with UAC which seems preventing network access. Since i run as administrator it could be a diffent level of security. Like i said its not an installed file, just an exe i downloaded.

When putty is located on the "desktop" or "download folder" the path i insert in the firewall rule includes %USERNAME%, which triggers windows to do something, and again its windows checking what user is involved. But on another HDD the path doesnt trigger windows 7 security system to involve my account permissions.

So I guess was related to user account permissions which is also statement of the error i got->permission denied!!!. Same problem in the Vista system.
