The first step would be to try resetting Windows updates using an automatic script. See:
http://www.yourwindowsguide.com/2015/12/windows...
Make sure you run the script as an administrator.

This update won't complete installing...

2018-06 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4284848)

It states preparing to download 100% but never finishes and it doesn't start installation.

I had similar issue before with other cumulative and never had a solution, I had to re-install windows, now almost a month after I have the same issue with this new cumulative and new error: Error 0x8e5e03fa

2018-06 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4284848)

I hope that somebody in MS can fix this for good.
